Sports are about comparative challenges. We compare our previous successes with current achievements and compete against other athletes. T o do so, the test must be consistent, and thus sports governing bodies regulate our games. They make rules that define the sport, fair competition, and the technology permitted. These rules are designed to encourage participation and interest in the sport, provide athletes the opportunity to quest excellence, and protect the essential challenge and tradition of the sport.
While the governing body may well know what it philosophically wants to accomplish with regulations, developing, writing, testing, and enforcing such rules in practice is not simple.
