Governing bodies write the sport rulebook. The rulebook defines the test the sport provides. The governing body has the power to regulate technology and define what counts as the sport they govern. These organizations tend to govern sports by controlling particular competitions such as the R&A governs golf in Britain and runs the British Open. Frequently conflicts arise as different organizations governing the same sport have different policies. In some cases the sport technology policy becomes a weapon in a larger political battle.
