Rules are only effective if enforced. Training technologies used out of the public light are very difficult to regulate because such rules are so hard to enforce. While performance standards are ideal in protecting the essence of the sport and withstanding creative innovations, they are difficult to enforce. The size and weight of equipment can easily be tested on the day of competition but how technology performs requires complex testing procedures and thus enforcement of performance standards becomes a challenge.
