Design standards regulate the size, shape, material, weight of the equipment. These standards are easy to write, test, and enforce as governing bodies need no more than look at the equipment to determine compliance. Performance standards are more complex in that they allow flexibility in the design so long as the equipment performs within set limits. By regulating performance a governing body can protect the core challenge of the sport without anticipating all future equipment innovations. These standards are ideal in theory but frequently difficult to monitor, test, and enforce.
